Technical assistance and federal grant funding for the implementation of neighborhood revitalization and community development projects and initiatives is available for municipalities and non-profit agencies through a variety of programs. . - Community Development Block Grant (CDBG) Program
Design assistance and grant funding is available for the implementation of public facilities improvements in income-eligible areas and public service projects for income-eligible clients.
Eligible activities: housing rehabilitation, code enforcement, economic development loans, park rehabilitation, infrastructure improvements, neighborhood facilities expansion and rehabilitation, employment training, day care scholarships, senior services.
Eligible grant recipients: municipalities and non-profit agencies within the Westchester Urban County Consortium (see map).

- Consolidated Plan FY 2009-2013
The Consolidated Plan details the need for federal grant assistance in housing and community development within the Westchester Urban County Consortium (see map). It covers the fiscal years 2009 through 2013 with analysis of the Housing Market, Housing and Homeless Needs Assessment, Five Year Strategic Plan, Fiscal Year 2009 Action Plan, Citizen Participation Plan and Neighborhood Revitalization Strategies.
The FY 2008 Action Plan details the proposed projects that the Westchester Urban County Consortium will undertake covering program year May 1, 2008 through April 30, 2009 under FY 2008 Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), American Dream Downpayment Initiative (ADDI) and Emergency Shelter Grant (ESG) funds.
- Substantial Amendment to the Consolidated Plan 2008 Action Plan for the Homelessness Prevention and Rapid Re-Housing Program (HPRP) - this amendment shows the proposed use of homelessness prevention funds under the Recovery Act as submitted to the U.S. Department of Housing and Urban Development (HUD). - 2nd Substantial Amendment to the Consolidated Plan 2008 Action Plan for the Community Development Block Grant Program - Recovery Act (CDBG-R) - this 2nd amendment shows the proposed use of CDBG-R under the Recovery Act as submitted to the U.S. Department of Housing and Urban Development (HUD). - Community Development Advisory Group (CDAG)
Established in 1976 to organize citizen participation for the federal Community Development Block Grant (CDBG), the Emergency Shelter Grant (ESG) and the HOME Investment Partnership Programs for the Westchester Urban County Consortium (see map). Each year, the group advises the County Executive, through the Planning Department staff, on the program and priorities contained in the application to the U.S. Department of Housing and Urban Development. At full complement, CDAG consists of 41 members (for Fiscal Year 2000) who each serve terms of at least one year. The Board is composed of citizen representatives appointed by the chief elected official of each of the consortium communities and several consortium-wide non-profit agencies. CDAG meets four times each year.
- Neighborhood Revitalization Strategies
Comprehensive strategic plans created by local municipalities for the revitalization of a specific neighborhood that is primarily residential. Neighborhood Revitalization Strategies are formal plans completed following guidelines set forth by the U.S. Department of Housing and Urban Development and are adopted as amendments to the Consolidated Plan of the Westchester Urban County Consortium (see map). They are subject to approval by the U.S. Department of Housing and Urban Development.
Availability: HUD approved Neighborhood Revitalization Strategies exist for the downtown area of the Village of Port Chester.
