We create and disseminate educational information and materials; provide staff support for flood mitigation projects; partner with municipalities on watershed planning; offer programming on sustainability, farming, and environmental conservation; and conduct numerous community outreach activities. Service | Description | | Westchester 2025 | Planning and the Westchester County Planning Board have developed an innovative and interactive update of the board's land-use policies at www.westchestergov.com/2025. These policies provide guidance to local, county and regional governments, businesses, developers, private and non-profit agencies as well as the public, on land-use planning issues. Web-based tools and maps assist in planning communities' futures. Local and regional decision makers can utilize the 3-D visualization techniques as they work together in facing a wide-range of evolving issues - from flooding to traffic to housing to climate change. | Fair, Affordable Housing | Planning offers funding and technical assistance to municipalities, developers, residents and contractors to provide for new, fair and affordable housing development, home improvement funding and assistance to owners of existing properties, and the preservation of existing affordable housing stock. | Census Information | The Planning Department, as a contractual affiliate of the New York State Data Center, is responsible for the collection and dissemination of demographic, social, economic and other data pertaining to Westchester County. In its role as a data repository, Planning retains and makes available to the public and municipal governments the latest infor-mation published by the U.S. Census Bureau and other statistical agencies. The depart-ment supports these agencies in keeping local officials and the public apprised of the latest statistical data about the county and region through the creation of value-added products such as the Westchester County Databook and maintaining online statistical information. | | Environmental Education | Planning facilitates the implementation of countywide environmental education programs, such as the regional stormwater education and outreach program; creates educational materials to distribute or loan to municipalities; and conducts outreach activities. These efforts help local governments meet the education and outreach requirements of their stormwater permits. The Planning Dept. also provides, in conjunction with the County Soil and Water Conservation District, technical manuals and workshops, and model ordinances to assist local municipalities to prepare for and respond to environmental issues and regulations. | Environmental Restoration Projects | The Planning Dept., in conjunction with the County Soil and Water Conservation District, constructs environmental restoration projects and stormwater retrofits to demonstrate state-of-the-art restoration techniques and stormwater practices that improve water quality within communities. This provides real-world, best practices examples that local municipalities can showcase and can require developers to incorporate into their local development plans. Educational signage (many projects are located in parks and near pathways) and an interactive Web site help educate the public about the projects. | | Watershed Planning | Planning facilitates intermunicipal watershed planning by providing staff support to work with local municipalities, apply for grant funds, and seek County matching funds. Watershed advisory committees are created with representatives from each of the municipalities within the watershed areas to guide the planning process and oversee the development of the watershed plan. Watershed plans have proved a valuable resource for obtaining grant funding to implement projects listed in the plans. | | Flood Mitigation | Planning provides staff support to the County Flood Action Task Force to study ways to reduce the damage associated with flooding throughout the county. The department also assists municipalities in identifying local projects where the county may be able to participate if a county purpose is determined. | | Hilltop Hanover Farm and Environmental Resource Center | This 50-acre demonstration farm provides programming, resource information and demonstration projects on sustainability, farming, and environmental conservation to schools, municipalities and the general public. Complemented by 130 acres of county parkland offering diverse wildlife habitats, hiking trails and beautiful views, this outreach center offers workshops in: composting, farming and vegetable growing, rain water harvesting, backyard agricultural programs, preserving the harvest, eating and cooking healthy and, in the future, has plans for alternative (wind & solar) energy projects and watershed protection/rain gardens.
